[613] What are the ten righteous takings of voting tickets (salākagāha)? 1. The legal issue (adhikaraṇa) is not a trifling matter; 2. it has run its full course; 3. it has been remembered and has been made to be remembered; 4. he knows, "The speakers of Dhamma are the majority"; 5. he knows, "It may well be that the speakers of Dhamma will prove the majority"; 6. he knows, "The Saṅgha will not be divided"; 7. he knows, "It may well be that the Saṅgha will not be divided"; 8. they take [the tickets] in accordance with the Dhamma; 9. they take them in concord; 10. and they take them according to their own view. These are the ten righteous takings of voting tickets.
