[636] Therein, what is a legal issue concerning business (kiccādhikaraṇa)? Whatever is the Saṅgha's business, whatever is its duty to be done — namely, a formal act by announcement (apalokanakamma), a formal act with a motion (ñattikamma), a formal act with a motion and one proclamation (ñattidutiyakamma), a formal act with a motion and three proclamations (ñatticatutthakamma) — this is called a legal issue concerning business.
