[661] Herein, what is a legal issue concerning duties (kiccādhikaraṇa) that is unwholesome (akusala)? Whatever formal act (kamma) the Saṅgha, with an unwholesome mind (citta), performs—an act by announcement (apalokanakamma), an act with a motion (ñattikamma), an act with a motion as the second [i.e., a motion followed by one proclamation] (ñattidutiyakamma), an act with a motion as the fourth [i.e., a motion followed by three proclamations] (ñatticatutthakamma)—this is called a legal issue concerning duties that is unwholesome.
