[669] Therein, what is an offense (āpatti) that is a legal issue concerning offenses (āpattādhikaraṇa)? The five classes of offenses (āpattikkhandha) are a legal issue concerning offenses; the seven classes of offenses too are a legal issue concerning offenses. This is an offense that is a legal issue concerning offenses. Therein, what is an offense that is not a legal issue (adhikaraṇa)? Stream-entry (sotāpatti), attainment (samāpatti) — this is an "offense" that is not a legal issue. Therein, what is a legal issue that is not an offense? A legal issue concerning duties (kiccādhikaraṇa), a legal issue concerning disputes (vivādādhikaraṇa), a legal issue concerning accusations (anuvādādhikaraṇa) — this is a legal issue that is not an offense. Therein, what is both a legal issue and an offense? A legal issue concerning offenses is both a legal issue and an offense.
