[668] An offense (āpatti) is a legal issue arising from an offense (āpattādhikaraṇa); an offense is not a legal issue (adhikaraṇa); a legal issue is not an offense; it is both a legal issue and an offense. There may be an offense that is a legal issue arising from an offense; there may be an offense that is not a legal issue; there may be a legal issue that is not an offense; there may be that which is both a legal issue and an offense.
