Whatever is the Saṅgha's obligation, whatever is to be done by the Saṅgha—an act of consultation (apalokanakamma), an act consisting of a motion (ñattikamma), an act consisting of a motion with one proclamation (ñattidutiyakamma), an act consisting of a motion with three proclamations (ñatticatutthakamma)—this is business that is a legal issue concerning business.
Herein, what business is not a legal issue? A duty toward one's teacher (ācariyakicca), a duty toward one's preceptor (upajjhāyakicca), a duty toward one who has the same preceptor (samānupajjhāyakicca), a duty toward one who has the same teacher (samānācariyakicca)—this is business that is not a legal issue.
Herein, what is a legal issue that is not business? A legal issue arising from a dispute (vivādādhikaraṇa), a legal issue arising from an accusation (anuvādādhikaraṇa), a legal issue arising from an offense (āpattādhikaraṇa)—this is a legal issue that is not business.
