[118] The Saṅgha should be informed by a competent and capable bhikkhu:
**Proclamation for Turning the Bowl Upright**
"Venerable sirs, let the Saṅgha listen to me. The Saṅgha has overturned the bowl against Vaḍḍha the Licchavi, making him one deprived of communion with the Saṅgha. He conducts himself properly, he has lowered his hackles, he behaves so as to merit release; he asks the Saṅgha for the turning upright of the bowl. If the Saṅgha is ready, let the Saṅgha turn the bowl upright for Vaḍḍha the Licchavi and restore communion with the Saṅgha. This is the motion (ñatti).
"Venerable sirs, let the Saṅgha listen to me. The Saṅgha has overturned the bowl against Vaḍḍha the Licchavi, making him one deprived of communion with the Saṅgha. He conducts himself properly, he has lowered his hackles, he behaves so as to merit release; he asks the Saṅgha for the turning upright of the bowl. Whichever venerable one approves of the turning upright of the bowl for Vaḍḍha the Licchavi and of the restoring of communion with the Saṅgha, let him remain silent; whoever does not approve, let him speak.
"The bowl has been turned upright by the Saṅgha for Vaḍḍha the Licchavi, and communion with the Saṅgha restored. It is agreeable to the Saṅgha; therefore it is silent. Thus do I hold it."
