[412] "But, venerable sir, what kind of schismatic is not destined for a state of misery, not destined for hell, not fixed there for the eon, and not incurable?"
"Here, Upāli, a bhikkhu explains non-Dhamma as 'Dhamma.' Having the view regarding that [matter] that it is Dhamma, and the view regarding the schism that it is Dhamma, not misrepresenting his view, not misrepresenting his belief, not misrepresenting his approval, not misrepresenting his intention, he makes proclamation and has voting tickets (salākā) taken, saying: 'This is the Dhamma, this is the Vinaya, this is the Teacher's instruction; take this, approve of this.' This schismatic too, Upāli, is not destined for a state of misery, not destined for hell, not fixed there for the eon, and not incurable.
"Furthermore, Upāli, a bhikkhu explains Dhamma as 'non-Dhamma' … he explains a grave offense as 'an offense that is not grave.' Having the view regarding that [matter] that it is Dhamma, and the view regarding the schism that it is Dhamma, not misrepresenting his view, not misrepresenting his belief, not misrepresenting his approval, not misrepresenting his intention, he makes proclamation and has voting tickets taken, saying: 'This is the Dhamma, this is the Vinaya, this is the Teacher's instruction; take this, approve of this.' This schismatic too, Upāli, is not destined for a state of misery, not destined for hell, not fixed there for the eon, and not incurable."
