[414] At that time the Buddha, the Blessed One, was dwelling at Sāvatthī, in Jeta's Grove, the monastery (ārāma) of Anāthapiṇḍika. Now at that time incoming (āgantuka) bhikkhus entered the monastery with their sandals on; they entered the monastery holding up sunshades; they entered the monastery with their heads covered; they entered the monastery with their robes arranged upon their heads; they washed their feet with drinking water; they did not pay homage to resident (āvāsika) bhikkhus who were their seniors; and they did not ask about lodgings. Moreover, a certain incoming bhikkhu, having lifted the latch and pushed open the door-panel of an unoccupied dwelling, entered in haste. A snake fell from the upper part above onto his shoulder. Frightened, he let out a cry. The bhikkhus, running up, said to that bhikkhu: "Friend, why did you cry out?" Then that bhikkhu told the matter to the bhikkhus. Those bhikkhus who were of few wishes … complained, criticized, and spread it about, saying: "How can incoming bhikkhus enter the monastery with their sandals on, enter the monastery holding up sunshades, enter the monastery with their heads covered, enter the monastery with their robes arranged upon their heads, wash their feet with drinking water, not pay homage to resident bhikkhus who are their seniors, and not ask about lodgings?" Then those bhikkhus reported the matter to the Blessed One. …
"Is it true, as they say, bhikkhus, that incoming bhikkhus enter the monastery with their sandals on, enter the monastery holding up sunshades, enter the monastery with their heads covered, enter the monastery with their robes arranged upon their heads, wash their feet with drinking water, do not pay homage to resident bhikkhus who are their seniors, and do not ask about lodgings?"
"It is true, Blessed One."
The Buddha, the Blessed One, rebuked them: "How, bhikkhus, can incoming bhikkhus enter the monastery with their sandals on, enter the monastery holding up sunshades, enter the monastery with their heads covered, enter the monastery with their robes arranged upon their heads, wash their feet with drinking water, not pay homage to resident bhikkhus who are their seniors, and not ask about lodgings? This, bhikkhus, does not conduce to the confidence of those without confidence …" And having rebuked them and given a talk on the Dhamma, he addressed the bhikkhus: "Well then, bhikkhus, I shall lay down the duties (vatta) for incoming bhikkhus, according to which incoming bhikkhus should conduct themselves properly."
