[416] Now at that time, resident (āvāsika) bhikkhus, on seeing incoming (āgantuka) bhikkhus, neither prepared a seat, nor set out water for the feet, a footstool, and a foot-wiper; they did not go out to meet them and receive their bowl and robe; they did not ask about drinking water; they did not ask about water for washing; they did not pay respects even to incoming bhikkhus who were more senior; and they did not assign lodging.
Those bhikkhus who were of few wishes … criticized, deplored, and complained: "How can resident bhikkhus, on seeing incoming bhikkhus, neither prepare a seat, nor set out water for the feet, a footstool, and a foot-wiper, nor go out to meet them and receive their bowl and robe, nor ask about drinking water, nor ask about water for washing, nor pay respects even to incoming bhikkhus who are more senior, nor assign lodging?"
Then those bhikkhus reported this matter to the Blessed One. … "Is it true, as they say, bhikkhus …?" … "It is true, Blessed One." … Having rebuked them and given a talk on the Dhamma, he addressed the bhikkhus: "Well then, bhikkhus, I shall lay down a duty (vatta) for resident bhikkhus, in the way that resident bhikkhus should properly conduct themselves."
