[424] Now at that time the group-of-six bhikkhus, wrongly dressed in the lower robe, wrongly dressed in the upper robe, and not possessed of proper deportment, went to the refectory (bhattagga); overtaking them, they went along in front of the elder bhikkhus; they sat down encroaching even upon the elder bhikkhus; they even excluded newly ordained bhikkhus from seats; and, spreading out their outer robe (saṅghāṭi), they sat down upon it within inhabited areas.
Those bhikkhus who were of few wishes … became annoyed, criticized, and spread it about, saying: "How indeed can the group-of-six bhikkhus, wrongly dressed in the lower robe, wrongly dressed in the upper robe, and not possessed of proper deportment, go to the refectory; overtaking them, go along in front of the elder bhikkhus; sit down encroaching even upon the elder bhikkhus; even exclude newly ordained bhikkhus from seats; and, spreading out their outer robe, sit down upon it within inhabited areas?"
Then those bhikkhus reported this matter to the Blessed One. … "Is it true, as they say, bhikkhus, that the group-of-six bhikkhus, wrongly dressed in the lower robe, wrongly dressed in the upper robe, and not possessed of proper deportment, go to the refectory; overtaking them, go along in front of the elder bhikkhus; sit down encroaching even upon the elder bhikkhus; even exclude newly ordained bhikkhus from seats; and, spreading out their outer robe, sit down upon it within inhabited areas?"
"It is true, Blessed One." …
Having rebuked them and given a talk on the Dhamma, he addressed the bhikkhus: "Well then, bhikkhus, I shall lay down for bhikkhus the observance of the refectory (bhattaggavatta), in accordance with which bhikkhus should conduct themselves properly in the refectory."
