[493] How does he not join a legitimate concord (dhammikā sāmaggī)? Here, bhikkhus, by whatever modes, by whatever characteristics, by whatever signs there is non-joining of a legitimate concord — by those modes, by those characteristics, by those signs a bhikkhu sees a bhikkhu not joining a legitimate concord. Or a bhikkhu does not actually see a bhikkhu not joining a legitimate concord, but another bhikkhu informs the bhikkhu: 'Friend, the bhikkhu named so-and-so does not join the legitimate concord.' Or a bhikkhu does not actually see a bhikkhu not joining a legitimate concord, nor does another bhikkhu inform the bhikkhu, 'Friend, the bhikkhu named so-and-so does not join the legitimate concord,' but that very bhikkhu himself informs a bhikkhu: 'Friend, I do not join the legitimate concord.' If he wishes, bhikkhus, a bhikkhu — on account of what has been seen, on account of what has been heard, or on account of that suspicion — on that Uposatha day, the fourteenth or the fifteenth, when that person is present, may declare in the midst of the Saṅgha: 'Venerable sirs, let the Saṅgha hear me. The person named so-and-so does not join the legitimate concord. I suspend the Pātimokkha for him. While he is present, the Pātimokkha should not be recited.' This is a legitimate suspension of the Pātimokkha (dhammikaṃ pātimokkhaṭṭhapanaṃ).
