[505] "Venerable sir, by a bhikkhu who is an accuser, wishing to accuse another, how many qualities (dhammā) should be established within himself before he accuses the other?"
"Upāli, by a bhikkhu who is an accuser, wishing to accuse another, five qualities should be established within himself before he accuses the other: 'I will speak at the right time, not at the wrong time; I will speak with what is true, not with what is untrue; I will speak gently, not harshly; I will speak with what is connected with benefit, not with what is unconnected with benefit; I will speak with a mind of loving-kindness (mettā), not harboring hatred within.' Upāli, by a bhikkhu who is an accuser, wishing to accuse another, these five qualities should be established within himself before he accuses the other."
