[640] Now at that time the Venerable Sambhūta Sāṇavāsī was dwelling on Mount Ahogaṅga. Then the Venerable Yasa Kākaṇḍakaputta approached Mount Ahogaṅga and the Venerable Sambhūta Sāṇavāsī; having approached, he paid homage to the Venerable Sambhūta Sāṇavāsī and sat down to one side. Seated to one side, the Venerable Yasa Kākaṇḍakaputta said this to the Venerable Sambhūta Sāṇavāsī: "Venerable sir, these Vajjiputtaka bhikkhus of Vesālī are proclaiming ten points in Vesālī: the horn-salt practice (siṅgiloṇakappa) is allowable; the two-fingerbreadth practice (dvaṅgulakappa) is allowable; the another-village practice (gāmantarakappa) is allowable; the residence practice (āvāsakappa) is allowable; the consent practice (anumatikappa) is allowable; the customary practice (āciṇṇakappa) is allowable; the unchurned-milk practice (amathitakappa) is allowable; it is allowable to drink unfermented toddy (jalogi); a sitting cloth without a border is allowable; gold and silver are allowable. Come, venerable sir, let us take up this legal issue (adhikaraṇa) before what is not Dhamma shines forth and the Dhamma is set aside, before what is not Vinaya shines forth and the Vinaya is set aside; before those who speak what is not Dhamma become strong and those who speak Dhamma become weak, before those who speak what is not Vinaya become strong and those who speak Vinaya become weak." "So be it, friend," the Venerable Sambhūta Sāṇavāsī assented to the Venerable Yasa Kākaṇḍakaputta.
Then some sixty bhikkhus from Pāṭheyya — all of them forest-dwellers, all of them almsfood-eaters, all of them rag-robe wearers, all of them wearers of only the three robes, and every one of them an arahant — assembled on Mount Ahogaṅga. Some eighty bhikkhus from Avanti and the Southern Country (Dakkhiṇāpatha) — some forest-dwellers, some almsfood-eaters, some rag-robe wearers, some wearers of only the three robes, and every one of them an arahant — assembled on Mount Ahogaṅga.
