[656] "Venerable sir, is the 'consent' allowance (anumatikappa) allowable?"
"What, friend, is the 'consent' allowance?"
"Venerable sir, is it allowable to carry out a formal act (kamma) with an incomplete (vagga) Saṅgha, thinking, 'We shall obtain the consent of the bhikkhus when they have arrived'?"
"No, friend, it is not allowable."
"Where was it prohibited?"
"In the Vinaya case connected with Campā."
"What offense does one commit?"
"An offense of wrong-doing (dukkaṭa) for transgression of the Vinaya."
"Venerable sir, let the Saṅgha listen to me. This fifth matter has been decided by the Saṅgha. Thus this matter too is contrary to Dhamma, contrary to Vinaya, and departed from the Teacher's instruction. This fifth voting-ticket (salākā) I set down."
