[74] Then the Blessed One, on that occasion, in that connection, having had the Saṅgha of bhikkhus (bhikkhu) assembled, questioned that bhikkhu: "Is it true, as they say, bhikkhu, that you, when being asked for a water-strainer (parissāvana), did not give it?"
"It is true, Blessed One."
The Buddha, the Blessed One, rebuked him: "It is unbecoming of you, foolish man (moghapurisa), unsuitable, improper, unworthy of an ascetic, unallowable, not to be done. How indeed could you, foolish man, when being asked for a water-strainer, not give it? This, foolish man, is not conducive to the confidence of those without confidence …" Having rebuked him and given a talk on the Dhamma, he addressed the bhikkhus:
"Bhikkhus, a bhikkhu who has set out on a journey by road, when being asked for a water-strainer, should not fail to give it; whoever should not give it commits an offense of wrong-doing (dukkaṭa). And, bhikkhus, a journey by road should not be undertaken by one without a water-strainer; whoever should undertake it commits an offense of wrong-doing. If there is neither a water-strainer nor a water-filter pot (dhammakaraka), even the corner of the outer robe (saṅghāṭi) should be determined upon: 'Having strained water with this, I shall drink.'"
