[1046] There are four legal issues (adhikaraṇa): the legal issue arising from dispute (vivādādhikaraṇa), the legal issue arising from accusation (anuvādādhikaraṇa), the legal issue arising from offense (āpattādhikaraṇa), and the legal issue arising from business (kiccādhikaraṇa). These are the four legal issues.
Of these four legal issues, how many reopenings (ukkoṭa) are there? Of these four legal issues there are ten reopenings: for the legal issue arising from dispute there are two reopenings; for the legal issue arising from accusation there are four reopenings; for the legal issue arising from offense there are three reopenings; for the legal issue arising from business there is one reopening. These are the ten reopenings of these four legal issues.
One who reopens the legal issue arising from dispute — how many means of settlement (samatha) does he reopen? One who reopens the legal issue arising from accusation — how many means of settlement does he reopen? One who reopens the legal issue arising from offense — how many means of settlement does he reopen? One who reopens the legal issue arising from business — how many means of settlement does he reopen?
