[1047] How many reopenings (ukkoṭa) are there? By how many modes does one incur reopening? Endowed with how many factors does a person reopen a legal issue (adhikaraṇa)? How many persons, in reopening a legal issue, commit an offense (āpatti)?
There are twelve reopenings; by ten modes one incurs reopening; a person endowed with four factors reopens a legal issue; four persons, in reopening a legal issue, commit an offense.
Which are the twelve reopenings? A formal act (kamma) not done, a formal act badly done, a formal act that must be done again; one not carried out, badly carried out, that must be carried out again; one not decided, badly decided, that must be decided again; one not settled, badly settled, that must be settled again — these are the twelve reopenings.
By which ten modes does one incur reopening? He reopens a legal issue that arose there; he reopens a legal issue that arose there and has been settled; he reopens a legal issue while on the road; he reopens a legal issue that was settled while on the road; he reopens a legal issue that has gone there; he reopens a legal issue that has gone there and has been settled; he reopens a verdict of mindfulness (sativinaya); he reopens a verdict of past insanity (amūḷhavinaya); he reopens a further penalty (tassapāpiyasikā); he reopens a covering over as with grass (tiṇavatthāraka). By these ten modes one incurs reopening.
Endowed with which four factors does a person reopen a legal issue? Going the wrong course of desire, he reopens a legal issue; the wrong course of hatred …; going the wrong course of delusion, the wrong course of fear, he reopens a legal issue. Endowed with these four factors a person reopens a legal issue.
Which four persons, in reopening a legal issue, commit an offense? One ordained that very day reopens it: a pācittiya for reopening. An incoming bhikkhu reopens it: a pācittiya for reopening. The doer of the act reopens it: a pācittiya for reopening. The giver of consent reopens it: a pācittiya for reopening. These four persons, in reopening a legal issue, commit an offense.
