[1185] "Venerable sir, how many qualities should a bhikkhu who is an accuser (codaka), wishing to accuse another, attend to inwardly before accusing the other?"
"Upāli, a bhikkhu who is an accuser, wishing to accuse another, should attend inwardly to five qualities and then accuse the other. What five? Compassionateness (kāruññatā), seeking the other's welfare (hitesitā), sympathy (anukampitā), the aim of his rehabilitation from the offence (āpattivuṭṭhānatā), and giving precedence to the Vinaya (vinayapurekkhāratā). Upāli, a bhikkhu who is an accuser, wishing to accuse another, should attend inwardly to these five qualities and then accuse the other."
