"Upāli, when a bhikkhu who is a reprover, wishing to reprove another, has attended internally to five qualities, he may reprove the other: compassion (kāruññatā), the seeking of welfare (hitesitā), sympathy (anukampitā), the aim of rehabilitation from the offence (āpattivuṭṭhānatā), and the giving of precedence to the Vinaya (vinayapurekkhāratā). Upāli, when a bhikkhu who is a reprover, wishing to reprove another, has attended internally to these five qualities, he may reprove the other."
