[1208] "Venerable sir, possessed of how many factors should a bhikkhu not be agreed upon for a committee (ubbāhikā)?"
"Upāli, possessed of five factors a bhikkhu should not be agreed upon for a committee. What five? He is not skilled in the meaning (attha); he is not skilled in the text (dhamma); he is not skilled in language (nirutti); he is not skilled in phrasing (byañjana); he is not skilled in what precedes and what follows (pubbāpara). Possessed of these five factors, Upāli, a bhikkhu should not be agreed upon for a committee.
"Upāli, possessed of five factors a bhikkhu should be agreed upon for a committee. What five? He is skilled in the meaning; he is skilled in the text; he is skilled in language; he is skilled in phrasing; he is skilled in what precedes and what follows. Possessed of these five factors, Upāli, a bhikkhu should be agreed upon for a committee.
"Possessed of five further factors, Upāli, a bhikkhu should not be agreed upon for a committee. What five? He is wrathful, overcome by wrath; he is denigrating, overcome by denigration; he is domineering, overcome by domineering; he is envious, overcome by envy; he adheres to his own views, holding on tenaciously, relinquishing with difficulty. Possessed of these five factors, Upāli, a bhikkhu should not be agreed upon for a committee.
"Upāli, possessed of five factors a bhikkhu should be agreed upon for a committee. What five? He is not wrathful, not overcome by wrath; he is not denigrating, not overcome by denigration; he is not domineering, not overcome by domineering; he is not envious, not overcome by envy; he does not adhere to his own views, not holding on tenaciously, relinquishing with ease. Possessed of these five factors, Upāli, a bhikkhu should be agreed upon for a committee.
"Possessed of five further factors, Upāli, a bhikkhu should not be agreed upon for a committee. What five? He becomes angry; he becomes hostile; he becomes obstinate; he gives rise to anger; he is impatient, not accepting instruction respectfully. Possessed of these five factors, Upāli, a bhikkhu should not be agreed upon for a committee.
"Upāli, possessed of five factors a bhikkhu should be agreed upon for a committee. What five? He does not become angry; he does not become hostile; he does not become obstinate; he does not give rise to anger; he is patient, accepting instruction respectfully. Possessed of these five factors, Upāli, a bhikkhu should be agreed upon for a committee.
"Possessed of five further factors, Upāli, a bhikkhu should not be agreed upon for a committee. What five? He is one who leads astray, not one who reminds; he is one who speaks without having had leave granted; he is not one who charges according to the Dhamma, according to the Vinaya, according to the offence; he is not one who deals with [the offender] according to the Dhamma, according to the Vinaya, according to the offence; he is not one who answers according to his view. Possessed of these five factors, Upāli, a bhikkhu should not be agreed upon for a committee.
"Upāli, possessed of five factors a bhikkhu should be agreed upon for a committee. What five? He is one who reminds, not one who leads astray; he is one who speaks after having had leave granted; he is one who charges according to the Dhamma, according to the Vinaya, according to the offence; he is one who deals with [the offender] according to the Dhamma, according to the Vinaya, according to the offence; he is one who answers according to his view. Possessed of these five factors, Upāli, a bhikkhu should be agreed upon for a committee.
"Possessed of five further factors, Upāli, a bhikkhu should not be agreed upon for a committee. What five? He goes the wrong way out of desire; he goes the wrong way out of hatred; he goes the wrong way out of delusion; he goes the wrong way out of fear; and he is shameless (alajjī). Possessed of these five factors, Upāli, a bhikkhu should not be agreed upon for a committee.
"Upāli, possessed of five factors a bhikkhu should be agreed upon for a committee. What five? He does not go the wrong way out of desire; he does not go the wrong way out of hatred; he does not go the wrong way out of delusion; he does not go the wrong way out of fear; and he is conscientious (lajjī). Possessed of these five factors, Upāli, a bhikkhu should be agreed upon for a committee.
"Possessed of five further factors, Upāli, a bhikkhu should not be agreed upon for a committee. What five? He goes the wrong way out of desire; he goes the wrong way out of hatred; he goes the wrong way out of delusion; he goes the wrong way out of fear; and he is unskilled in the Vinaya. Possessed of these five factors, Upāli, a bhikkhu should not be agreed upon for a committee.
"Upāli, possessed of five factors a bhikkhu should be agreed upon for a committee. What five? He does not go the wrong way out of desire; he does not go the wrong way out of hatred; he does not go the wrong way out of delusion; he does not go the wrong way out of fear; and he is skilled in the Vinaya. Possessed of these five factors, Upāli, a bhikkhu should be agreed upon for a committee."
