[222] "Where was the offence of wrong-doing (dukkaṭa) laid down for one who, out of disrespect (anādariya), discards bowl-washing water containing rice grains in an inhabited area?" — "It was laid down among the Bhaggas." "Concerning whom?" — "Concerning several bhikkhus." "On account of what matter?" — "On the matter that several bhikkhus discarded bowl-washing water containing rice grains in an inhabited area." There is one laying-down (paññatti). Of the six origins of offences, it arises through one origin: it arises from body and from mind (citta), not from speech.
