[367] A bhikkhu deliberately arousing worry (kukkucca) in a bhikkhu commits two offences (āpatti): while he is arousing it, there is an offence of wrong-doing (dukkaṭa) for the act; when it has been aroused, an offence entailing expiation (pācittiya).
