[366] A bhikkhu charging a bhikkhu with an unfounded (amūlaka) saṅghādisesa offence commits two offences: while he is charging him, in the act of effort (payoga), there is an offence of wrong-doing (dukkaṭa); when the charge has been made, there is an offence of expiation (pācittiya).
