Saṅghādisesakaṇḍa

[654] One who ordains (vuṭṭhāpentī) a woman thief commits three offenses: by the motion (ñatti), an offense of wrong-doing (dukkaṭa); by the two proclamations of the act (kammavācā), grave offenses (thullaccaya); at the conclusion of the proclamation of the act, an offense entailing a formal meeting of the Saṅgha (saṅghādisesa).
