[892] Settlements (samatha) are common to a settlement; settlements are not common to a settlement. It may be that settlements are common to a settlement; it may be that settlements are not common to a settlement.
How may settlements be common to a settlement? How may settlements be not common to a settlement?
Decision by majority (yebhuyyasikā) is common to settlement in the presence (sammukhāvinaya); it is not common to the verdict of mindfulness (sativinaya), the verdict of past insanity (amūḷhavinaya), acting according to what is acknowledged (paṭiññātakaraṇa), the verdict of aggravated misconduct (tassapāpiyasikā), or covering over as with grass (tiṇavatthāraka).
The verdict of mindfulness is common to settlement in the presence; it is not common to the verdict of past insanity, acting according to what is acknowledged, the verdict of aggravated misconduct, covering over as with grass, or decision by majority.
The verdict of past insanity is common to settlement in the presence; it is not common to acting according to what is acknowledged, the verdict of aggravated misconduct, covering over as with grass, decision by majority, or the verdict of mindfulness.
Acting according to what is acknowledged is common to settlement in the presence; it is not common to the verdict of aggravated misconduct, covering over as with grass, decision by majority, the verdict of mindfulness, or the verdict of past insanity.
The verdict of aggravated misconduct is common to settlement in the presence; it is not common to covering over as with grass, decision by majority, the verdict of mindfulness, the verdict of past insanity, or acting according to what is acknowledged.
Covering over as with grass is common to settlement in the presence; it is not common to decision by majority, the verdict of mindfulness, the verdict of past insanity, acting according to what is acknowledged, or the verdict of aggravated misconduct.
Thus it may be that settlements are common to a settlement; thus it may be that settlements are not common to a settlement.
