[907] How may it be that settlements (samatha) are settled by legal issues (adhikaraṇa)? How may it be that settlements are not settled by legal issues?
Resolution in the presence (sammukhāvinaya) is not settled by a legal issue arising from a dispute (vivādādhikaraṇa), is not settled by a legal issue arising from an accusation (anuvādādhikaraṇa), is not settled by a legal issue arising from an offense (āpattādhikaraṇa), but is settled by a legal issue arising from business (kiccādhikaraṇa).
Decision by majority (yebhuyyasikā) is not settled by a legal issue arising from a dispute, is not settled by a legal issue arising from an accusation, is not settled by a legal issue arising from an offense, but is settled by a legal issue arising from business.
Resolution through recollection (sativinaya) is not settled by a legal issue arising from a dispute, is not settled by a legal issue arising from an accusation, is not settled by a legal issue arising from an offense, but is settled by a legal issue arising from business.
