[906] How may it be that settlements (samatha) are settled by settlements? How may it be that settlements are not settled by settlements?
Decision by majority (yebhuyyasikā) is settled by the procedure in the presence (sammukhāvinaya); it is not settled by the verdict of mindfulness (sativinaya), it is not settled by the verdict of past insanity (amūḷhavinaya), it is not settled by acting according to what has been admitted (paṭiññātakaraṇa), it is not settled by the verdict of aggravated misconduct (tassapāpiyasikā), it is not settled by covering over as with grass (tiṇavatthāraka).
The verdict of mindfulness is settled by the procedure in the presence; it is not settled by the verdict of past insanity, it is not settled by acting according to what has been admitted, it is not settled by the verdict of aggravated misconduct, it is not settled by covering over as with grass, it is not settled by decision by majority.
