[913] Which of the four legal issues (adhikaraṇa) does a legal issue arising from an offense (āpattādhikaraṇa) originate? A legal issue arising from an offense originates none of the four legal issues; nevertheless, conditioned by a legal issue arising from an offense, all four legal issues arise. In what way? The five classes of offenses (āpattikkhandhā) are a legal issue arising from an offense; the seven classes of offenses too are a legal issue arising from an offense: this is called a legal issue arising from an offense. The Saṅgha disputes about a legal issue arising from an offense: this is a legal issue arising from dispute (vivādādhikaraṇa). While disputing, one accuses: this is a legal issue arising from accusation (anuvādādhikaraṇa). While accusing, one falls into an offense: this is a legal issue arising from an offense. On account of that offense the Saṅgha performs a formal act (kamma): this is a legal issue arising from business (kiccādhikaraṇa). Thus, conditioned by a legal issue arising from an offense, all four legal issues arise.
