[914] Question: Which of the four legal issues (adhikaraṇa) does a legal issue concerning duties (kiccādhikaraṇa) originate?
Answer: A legal issue concerning duties does not originate any of the four legal issues; and yet, conditioned by a legal issue concerning duties, all four legal issues arise.
How is that? Whatever business there is for the Saṅgha, whatever is to be carried out — an act by announcement (apalokanakamma), an act with a motion (ñattikamma), an act with a motion as second (ñattidutiyakamma), an act with a motion as fourth (ñatticatutthakamma) — this is called a legal issue concerning duties.
The Saṅgha disputes about a legal issue concerning duties: this is a legal issue arising from disputes (vivādādhikaraṇa). While disputing, one makes an accusation: this is a legal issue arising from accusations (anuvādādhikaraṇa). While accusing, one falls into an offense (āpatti): this is a legal issue arising from offenses (āpattādhikaraṇa). On account of that offense, the Saṅgha performs a formal act: this is a legal issue concerning duties.
Thus, conditioned by a legal issue concerning duties, all four legal issues arise.
