[1057] Is a legal issue concerning business (kiccādhikaraṇa) a legal issue arising from disputes (vivādādhikaraṇa)? Is it a legal issue arising from accusations (anuvādādhikaraṇa)? Is it a legal issue arising from offenses (āpattādhikaraṇa)?
A legal issue concerning business is not a legal issue arising from disputes; it is not a legal issue arising from accusations; it is not a legal issue arising from offenses. Yet with a legal issue concerning business as condition, there may be a legal issue arising from disputes, there may be a legal issue arising from accusations, there may be a legal issue arising from offenses. In what way? Whatever is business for the Saṅgha, whatever is to be done by it — a formal act by announcement (apalokanakamma), a formal act with a motion (ñattikamma), a formal act with a motion and one proclamation (ñattidutiyakamma), a formal act with a motion and three proclamations (ñatticatutthakamma) — this is called a legal issue concerning business.
The Saṅgha disputes over a legal issue concerning business: this is a legal issue arising from disputes. While disputing, one makes an accusation: this is a legal issue arising from accusations. While accusing, one falls into an offense: this is a legal issue arising from offenses. On account of that offense, the Saṅgha performs a formal act: this is a legal issue concerning business. Thus, with a legal issue concerning business as condition, there is a legal issue arising from disputes, there is a legal issue arising from accusations, there is a legal issue arising from offenses.
