[946] Two persons (puggalā) should not be given full ordination (na upasampādetabbā): one deficient in age (addhānahīno) and one deficient in limbs (aṅgahīno). Two further persons should not be given full ordination: one who is failed in respect of the qualifying grounds (vatthuvipanno) and one whose formal act was wrongly performed (karaṇadukkaṭako). Two further persons should not be given full ordination: one who is incomplete, and one who is complete but does not request it.
One should not live in dependence (nissaya) on two persons: the shameless one (alajjī) and the fool. Dependence should not be given to two persons: to the shameless one, and to the conscientious one (lajjī) who does not request it. Dependence should be given to two persons: to the fool, and to the conscientious one who requests it.
Two persons are incapable of falling into an offense (āpatti): Buddhas and Paccekabuddhas. Two persons are capable of falling into an offense: bhikkhus and bhikkhunīs. Two persons are incapable of intentionally falling into an offense: bhikkhus and bhikkhunīs who are noble persons (ariyapuggalā). Two persons are capable of intentionally falling into an offense: bhikkhus and bhikkhunīs who are ordinary persons (puthujjanā). Two persons are incapable of intentionally transgressing in a matter involving culpability (sātisāraṃ vatthuṃ): bhikkhus and bhikkhunīs who are noble persons. Two persons are capable of intentionally transgressing in a matter involving culpability: bhikkhus and bhikkhunīs who are ordinary persons.
