[969] There is an offense (āpatti) that an incoming bhikkhu (āgantuka) commits, but a resident bhikkhu (āvāsika) does not commit. There is an offense that a resident bhikkhu commits, but an incoming bhikkhu does not commit. There is an offense that both an incoming bhikkhu and a resident bhikkhu commit. There is an offense that neither an incoming bhikkhu nor a resident bhikkhu commits.
