[357] "What do you think, Lohicca? Does not King Pasenadi of Kosala rule over Kāsi and Kosala?"
"It is so, worthy Gotama."
"Lohicca, if someone were to speak thus: 'King Pasenadi of Kosala rules over Kāsi and Kosala; whatever revenue and produce arises in Kāsi and Kosala, King Pasenadi alone should enjoy it and should not give it to others' — would one who speaks thus be a maker of obstacles for you and the others who live in dependence on King Pasenadi, or not?"
"He would be a maker of obstacles, worthy Gotama."
"Being a maker of obstacles, would he be one who is compassionate for their welfare, or one who is not compassionate for their welfare?"
"One who is not compassionate for their welfare, worthy Gotama."
"For one who is not compassionate for their welfare, would a mind (citta) of loving-kindness be established toward them, or one of hostility?"
"One of hostility, worthy Gotama."
"When a mind of hostility is established, is there wrong view or right view?"
"Wrong view, worthy Gotama."
"Lohicca, for one of wrong view I declare one of two destinations: hell or the animal womb."
