[525] "Bhikkhus should be brought to designate the site" means: that bhikkhu who is building the dwelling (vihāra), having cleared the dwelling site, should approach the Saṅgha, arrange his upper robe over one shoulder, pay homage at the feet of the senior bhikkhus, sit down squatting on his heels, raise his joined palms, and should say thus: "Venerable sirs, I wish to build a large dwelling, with an owner (sponsor), designated for myself. Venerable sirs, I request the Saṅgha to inspect the dwelling site." It should be requested a second time; it should be requested a third time.
If the whole Saṅgha is able to inspect the dwelling site, it should be inspected by the whole Saṅgha. If the whole Saṅgha is not able to inspect the dwelling site, then those bhikkhus there who are competent and capable of knowing whether it involves harm or is free from harm, whether it has space around it or lacks space around it — they should be requested and then appointed.
And thus, bhikkhus, should they be appointed: the Saṅgha should be informed by a competent and capable bhikkhu:
"Venerable sirs, let the Saṅgha listen to me. This bhikkhu named so-and-so wishes to build a large dwelling, with an owner, designated for himself. He requests the Saṅgha to inspect the dwelling site. If it is the right time for the Saṅgha, may the Saṅgha appoint the bhikkhus named so-and-so and so-and-so to inspect the dwelling site for the bhikkhu named so-and-so. This is the motion (ñatti).
"Venerable sirs, let the Saṅgha listen to me. This bhikkhu named so-and-so wishes to build a large dwelling, with an owner, designated for himself. He requests the Saṅgha to inspect the dwelling site. The Saṅgha appoints the bhikkhus named so-and-so and so-and-so to inspect the dwelling site for the bhikkhu named so-and-so. Any venerable one to whom the appointment of the bhikkhus named so-and-so and so-and-so to inspect the dwelling site for the bhikkhu named so-and-so is agreeable should remain silent; anyone to whom it is not agreeable should speak.
"The bhikkhus named so-and-so and so-and-so have been appointed by the Saṅgha to inspect the dwelling site for the bhikkhu named so-and-so. It is agreeable to the Saṅgha; therefore it is silent. Thus do I hold it."
