[584] **Legal issue (adhikaraṇa)** means: there are four legal issues — the legal issue arising from dispute (vivādādhikaraṇa), the legal issue arising from accusation (anuvādādhikaraṇa), the legal issue arising from an offense (āpattādhikaraṇa), and the legal issue arising from procedural business (kiccādhikaraṇa).
