[623] Then those bhikkhus reported this matter to the Blessed One. Then the Blessed One, on that occasion and in that connection, having had the Saṅgha of bhikkhus convened, questioned the bhikkhus: "Is it true, as they say, bhikkhus, that the bhikkhus who are followers of Assaji and Punabbasu, though the Saṅgha has carried out an act of banishment (pabbājanīyakamma) against them, do not conduct themselves properly … and even disrobe?" "It is true, Blessed One." The Buddha, the Blessed One, rebuked them: "It is unbecoming, bhikkhus, for those foolish men … How indeed, bhikkhus, can those foolish men, against whom the Saṅgha has carried out an act of banishment, not conduct themselves properly … and even disrobe? This, bhikkhus, is not for the confidence of those without confidence … And thus, bhikkhus, you should recite this training rule:
"Should a bhikkhu dwell in dependence upon a certain village or town, being a corrupter of families (kuladūsaka), a man of bad conduct — and his bad conduct is both seen and heard, and the families corrupted by him are both seen and heard — that bhikkhu should be spoken to by the bhikkhus thus: 'The venerable one is a corrupter of families, a man of bad conduct; the venerable one's bad conduct is both seen and heard, and the families corrupted by the venerable one are both seen and heard. Let the venerable one depart from this dwelling place; enough of your living here.' And should that bhikkhu, being spoken to thus by the bhikkhus, say to those bhikkhus: 'The bhikkhus are followers of desire, the bhikkhus are followers of hatred, the bhikkhus are followers of delusion, the bhikkhus are followers of fear; for the same kind of offense they banish some and do not banish others' — that bhikkhu should be spoken to by the bhikkhus thus: 'Let the venerable one not speak so. The bhikkhus are not followers of desire, the bhikkhus are not followers of hatred, the bhikkhus are not followers of delusion, the bhikkhus are not followers of fear. The venerable one is a corrupter of families, a man of bad conduct; the venerable one's bad conduct is both seen and heard, and the families corrupted by the venerable one are both seen and heard. Let the venerable one depart from this dwelling place; enough of your living here.' And should that bhikkhu, being spoken to thus by the bhikkhus, persist just as before, that bhikkhu should be admonished by the bhikkhus up to the third time for the relinquishing of that course. If, being admonished up to the third time, he should relinquish it, that is good. If he should not relinquish it, it is a saṅghādisesa."
