[59] "And how, Ānanda, is there decision by majority (yebhuyyasikā)? Now if those bhikkhus, Ānanda, are not able to settle that disciplinary issue (adhikaraṇa) in that dwelling place, then, Ānanda, those bhikkhus should go to a dwelling place where there are more bhikkhus. There they should all assemble together in concord; having assembled, the guideline of the Dhamma (dhammanetti) should be thoroughly gone over; having thoroughly gone over the guideline of the Dhamma, that disciplinary issue should be settled in the way that accords with it there. Thus indeed, Ānanda, is there decision by majority. And thus there is the settlement of certain disciplinary issues here, that is to say, by decision by majority."
