[10] At that time the Buddha, the Blessed One, was dwelling at Sāvatthī, in the Jeta Grove, in Anāthapiṇḍika's park. Now at that time bhikkhus, having deposited a robe (cīvara) in the hands of bhikkhus, set out wandering the countryside with only the inner and upper robes (santaruttara). Those robes, deposited for a long time, became moldy. The bhikkhus put those robes out in the sun. The Venerable Ānanda, while going about on a tour of the lodgings, saw those bhikkhus sunning those robes; having seen them, he approached those bhikkhus, and having approached, he said this to those bhikkhus: "Friends, whose are these moldy robes?" Then those bhikkhus informed the Venerable Ānanda of this matter. The Venerable Ānanda criticized, complained, and spread it about: "How can bhikkhus, having deposited a robe in the hands of bhikkhus, set out wandering the countryside with only the inner and upper robes?" Then the Venerable Ānanda informed the Blessed One of this matter.
Then the Blessed One questioned those bhikkhus: "Is it true, as they say, bhikkhus, that bhikkhus, having deposited a robe in the hands of bhikkhus, set out wandering the countryside with only the inner and upper robes?" "It is true, Blessed One."
The Buddha, the Blessed One, rebuked them: "How can those foolish men (moghapurisā), bhikkhus, having deposited a robe in the hands of bhikkhus, set out wandering the countryside with only the inner and upper robes? This, bhikkhus, is not for the confidence of those without confidence, nor for the increase of those already confident …
"And thus, bhikkhus, you should recite this training rule (sikkhāpada):
"When the robe-making is finished and the kaṭhina has been withdrawn, if a bhikkhu should dwell apart from the three robes even for a single night, this entails relinquishment with confession (nissaggiya pācittiya)."
And thus this training rule was laid down by the Blessed One for the bhikkhus.
