Nissaggiyakaṇḍa

[9] Now at that time the group-of-six bhikkhus (chabbaggiyā bhikkhū) would not give back a forfeited robe (nissaṭṭhacīvara). Those bhikkhus who were of few wishes … they criticized, deplored, and complained: "How can the group-of-six bhikkhus not give back a forfeited robe?" They reported this matter to the Blessed One. Then the Blessed One questioned the group-of-six bhikkhus: "Is it true, as they say, bhikkhus, that you do not give back a forfeited robe?" "It is true, Blessed One." The Buddha, the Blessed One, rebuked them: … Having given a Dhamma talk, he addressed the bhikkhus: "Bhikkhus, a forfeited robe is not to be withheld; whoever should not give it back commits an offense of wrong-doing (dukkaṭa)."
