[33] Now at that time bhikkhus, [knowing] "It has been allowed by the Blessed One to accept out-of-season robe-cloth (akālacīvara) and to lay it aside in expectation of [further] robe-cloth," accepted out-of-season robe-cloth and laid it aside for more than a month. Those robe-cloths remained tied up in bundles on the robe-rod (cīvaravaṃsa).
The Venerable Ānanda, while wandering on a tour of the lodgings, saw those robe-cloths remaining tied up in bundles on the robe-rod, and having seen them he addressed the bhikkhus: "Whose, friends, are these robe-cloths that remain tied up in bundles on the robe-rod?"
"These, friend, are our out-of-season robe-cloths, laid aside in expectation of [further] robe-cloth."
"But for how long, friends, have these robe-cloths been laid aside?"
"For more than a month, friend."
The Venerable Ānanda criticized, denounced, and spread it about: "How indeed can bhikkhus, having accepted out-of-season robe-cloth, lay it aside for more than a month?" Then the Venerable Ānanda reported this matter to the Blessed One.
Then the Blessed One, on account of that occasion, in that connection, had the Saṅgha of bhikkhus convened and questioned the bhikkhus: "Is it true, as they say, bhikkhus, that bhikkhus, having accepted out-of-season robe-cloth, lay it aside for more than a month?"
"It is true, Blessed One."
The Buddha, the Blessed One, rebuked them: "How indeed, bhikkhus, can those foolish men, having accepted out-of-season robe-cloth, lay it aside for more than a month? This, bhikkhus, is not for the arousing of confidence in those without confidence, nor for the increase of confidence in those already confident … And thus, bhikkhus, you should recite this training rule (sikkhāpada):
"'When a bhikkhu's robe is finished and the kaṭhina has been withdrawn, should out-of-season robe-cloth accrue to a bhikkhu, it may be accepted by that bhikkhu if he wishes; having accepted it, he should have it made up quite quickly. But if it should not suffice, that robe-cloth may be laid aside by that bhikkhu for a month at most, for the completion of what is lacking, when there is an expectation [of obtaining more]. Should he lay it aside beyond that, even when there is an expectation, it entails relinquishment and confession (nissaggiya pācittiya).'"
