[284] At that time the Buddha, the Blessed One, was dwelling at Sāvatthī, in Jeta's Grove, Anāthapiṇḍika's park. Now at that time the group-of-six bhikkhus were making lay followers recite the Dhamma word by word. The lay followers dwelt without respect, without deference, behaving improperly toward the bhikkhus. Those bhikkhus who were of few wishes … they took offense, criticized, and spread it about, saying: "How can the group-of-six bhikkhus make lay followers recite the Dhamma word by word, so that the lay followers dwell without respect, without deference, behaving improperly toward the bhikkhus?" Then those bhikkhus reported this matter to the Blessed One. … "Is it true, as they say, bhikkhus, that you make lay followers recite the Dhamma word by word, so that the lay followers dwell without respect, without deference, behaving improperly toward the bhikkhus?" "It is true, Blessed One." The Buddha, the Blessed One, rebuked them: "How can you, foolish men, make lay followers recite the Dhamma word by word, so that the lay followers dwell without respect, without deference, behaving improperly toward the bhikkhus? This, foolish men, is not for the arousing of confidence in those without confidence … And thus, bhikkhus, you should recite this training rule (sikkhāpada): 'Whatever bhikkhu should make one who is not fully ordained (anupasampanna) recite the Dhamma word by word incurs a pācittiya.'"
