[703] At that time the Buddha, the Blessed One, was dwelling at Sāvatthī, in Jeta's Grove, Anāthapiṇḍika's monastery. Now at that time the group-of-six bhikkhus (chabbaggiyā bhikkhū) charged a bhikkhu with a groundless (amūlaka) saṅghādisesa offense. Those bhikkhus who were of few wishes … criticized, complained, and spread it about: "How can the group-of-six bhikkhus charge a bhikkhu with a groundless saṅghādisesa offense?" …
"Is it true, bhikkhus, as is said, that you charged a bhikkhu with a groundless saṅghādisesa offense?"
"It is true, Blessed One."
The Buddha, the Blessed One, rebuked them: "How can you, foolish men (moghapurisā), charge a bhikkhu with a groundless saṅghādisesa offense? This, foolish men, is not conducive to the confidence of those without confidence, nor to the increase of those who have confidence …
"And thus, bhikkhus, you should recite this training rule:
"Should any bhikkhu charge a bhikkhu with a groundless saṅghādisesa offense, there is an offense of pācittiya."
