[443] Now at that time bhikkhus, being scrupulous, did not give a robe in exchange (pārivaṭṭaka) to bhikkhunīs. The bhikkhunīs complained, criticized, and spread it about, saying: "How can the masters not give us a robe in exchange?" Bhikkhus heard those bhikkhunīs complaining, criticizing, and spreading it about. Then those bhikkhus reported this matter to the Blessed One.
Then the Blessed One, on that occasion and in that connection, having given a talk on the Dhamma, addressed the bhikkhus: "Bhikkhus, I allow giving in exchange to five: to a bhikkhu, to a bhikkhunī, to a sikkhamānā, to a sāmaṇera, and to a sāmaṇerī. Bhikkhus, I allow giving in exchange to these five.
"And thus, bhikkhus, you should recite this training rule:
"Should any bhikkhu give a robe to a bhikkhunī who is not a relative, except in exchange, there is an offense of pācittiya."
