[598] At that time the Buddha, the Blessed One, was dwelling at Sāvatthī, in the Jeta Grove, in Anāthapiṇḍika's monastery. Now at that time the bhikkhus of the group of six were frightening the bhikkhus of the group of seventeen. Being frightened, they wept.
The bhikkhus said to them: "Why, friends, do you weep?"
"These bhikkhus of the group of six, friends, are frightening us."
Those bhikkhus who were of few wishes … they took offense, criticized, and spread it about, saying: "How indeed can the bhikkhus of the group of six frighten bhikkhus?" …
"Is it true, as they say, bhikkhus, that you frighten bhikkhus?"
"It is true, Blessed One."
The Buddha, the Blessed One, rebuked them: "How indeed can you, foolish men, frighten bhikkhus? This, foolish men, is not for the confidence of those without confidence, nor for the increase of those already confident …
"And thus, bhikkhus, should you recite this training rule (sikkhāpada):
"Whatever bhikkhu should frighten a bhikkhu, there is an offense of pācittiya."
