[695] At that time the Buddha, the Blessed One, was dwelling at Sāvatthī, in the Jetavana, Anāthapiṇḍika's monastery. Now at that time the group-of-six bhikkhus, angry and displeased, gave blows to the group-of-seventeen bhikkhus. They wept. The bhikkhus said thus: "Friends, why do you weep?"
"Friends, these group-of-six bhikkhus, angry and displeased, are giving us blows."
Those bhikkhus who were of few wishes … criticized, complained, and spread it about, saying: "How can the group-of-six bhikkhus, angry and displeased, give blows to bhikkhus?" …
"Is it true, as they say, bhikkhus, that you, angry and displeased, give blows to bhikkhus?"
"It is true, Blessed One."
The Buddha, the Blessed One, rebuked them: "How can you, foolish men (moghapurisā), angry and displeased, give blows to bhikkhus? This, foolish men, is neither for the confidence of those without confidence nor for the increase of those with confidence …
"And thus, bhikkhus, you should recite this training rule (sikkhāpada):
"Whatever bhikkhu, angry and displeased, should give a blow to a bhikkhu, there is an offense of pācittiya."
