[623] At that time the Buddha, the Blessed One, was dwelling at Sāvatthī, in the Jeta Grove, Anāthapiṇḍika's park. Now at that time the Venerable Upananda the Sakyan, having himself assigned (vikappetvā) a robe to a bhikkhu who was his brother's co-resident pupil (saddhivihārika), used it without its having been withdrawn (apaccuddhāraka). Then that bhikkhu reported this matter to the bhikkhus: "Friends, this Venerable Upananda the Sakyan, having himself assigned a robe to me, uses it without its having been withdrawn." Those bhikkhus who were of few wishes … they criticized, disparaged, and complained: "How can the Venerable Upananda the Sakyan, having himself assigned a robe to a bhikkhu, use it without its having been withdrawn?" …
"Is it true, as they say, Upananda, that you, having yourself assigned a robe to a bhikkhu, use it without its having been withdrawn?"
"It is true, Blessed One."
The Buddha, the Blessed One, rebuked him: "How can you, foolish man, having yourself assigned a robe to a bhikkhu, use it without its having been withdrawn? This, foolish man, is not for the arousing of confidence in those without confidence, nor for the increase of confidence in those already confident …"
"And thus, bhikkhus, you should recite this training rule (sikkhāpada):
"Should any bhikkhu, having himself assigned a robe to a bhikkhu, or to a bhikkhunī, or to a sikkhamānā (female probationer), or to a sāmaṇera (male novice), or to a sāmaṇerī (female novice), use it without its having been withdrawn, there is an offense of pācittiya."
