[653] There is no offense (anāpatti): if he gives full ordination (upasampadā) to a person under twenty years of age, perceiving him to be fully twenty years of age; if he gives full ordination to a person fully twenty years of age, perceiving him to be fully twenty years of age; if the bhikkhu is mad; if he is the first offender.
