[404] There is no offense (anāpatti): she gives ordination (vuṭṭhāpeti) to one who is less than twenty years of age, perceiving her to be of full age; she gives ordination to one who has completed twenty years of age, perceiving her to be of full age; if she is insane (ummattikā); if she is the first offender (ādikammikā). _____________ The Second Training Rule of the Kumārībhūta Chapter
