[716] "Whatever" (yo pana): whoever, of whatever sort … "Bhikkhu": … this is the bhikkhu intended in this sense. "Lawful act" (dhammikaṃ kammaṃ): an act of announcement (apalokanakamma), an act consisting of a motion (ñattikamma), an act with a motion and one proclamation (ñattidutiyakamma), an act with a motion and three proclamations (ñatticatutthakamma), done in accordance with the Dhamma, in accordance with the Vinaya, in accordance with the Teacher's instruction — this is called a lawful act. Having given his consent (chanda), he complains: there is an offense entailing expiation (pācittiya).
